This seems to be a new behaviour. If I open a floating tool window (e.g. the shell) and start dragging it with the mouse, if I drag upwards at more than a snail's pace the mouse cursor jumps away from the window and the window stops moving. If I then bring my mouse back over the title bar of the window with the cursor released, the window will start following the mouse again, and only stops if I click on the title bar. Seems to be specific to tool windows - the main window still behaves fine.
