3800	Add bundle builder support for Python 3 Stable ABI	Greg Couch	Greg Couch	Python 3 has an option for supporting a Stable ABI that works across multiple version of Python 3, eg. 3.7 and 3.8.  It would be great if bundle builder used the Stable ABI.  If it were the default, then it it would increase the longevity of bundles in the Toolshed.
