Description
Hi,

Looks like there is a minor bug in the UI for toolbar customization.

When I add a new section to the Home tab, and then add actions to it, they add correctly in both the toolbar settings dialog and in the toolbar itself.

However, when I then add a second section, the actions added to the previous section disappear from the Toolbar Settings dialog (but remain in the  toolbar - see screenshot).

Additionally, after adding three sections, the third section only shows one action. Additional actions appear in the toolbar, but are not shown in the settings dialog.
