2853	Windows build should not require pre-installed Python	Tom Goddard	Greg Couch	"In order to encourage outside developers our Windows build should not require that Python is already installed.  Specifically we currently require Python 3.7.4.  To get the Windows build to work I had to uninstall the new Python 3.7.6 so I could install Python 3.7.4 in order for ChimeraX to build Python 3.7.4.  This seems highly discouraging to any outside developer.  If we are building Python we should not require that it is already installed.
