I have to say that the suds module is quite the enigmatic beast to investigate.  For instance, there is no launchJobBlocking defined in the module -- it is dynamically defined.  I flailed around trying to get the timeout changed with no success -- so reassigning this to you (was originally part of ticket #2001).
