2234	Move VR gui panels by dragging title bar	Tom Goddard	Tom Goddard	Would like to be able to move or scale VR gui panels by dragging a the title bar of any tool.  Currently the VR gui is moved by pressing the hand controller menu button which is not as obvious a method.
