208	help link for subcommands (in Log) is broken	Elaine Meng	Greg Couch	"In the Log, every help link for subcommands has “%23” and fails to work.  I guess it was supposed to be “#” and got replaced.  For example, enter command “usage movie” and then click help link for “movie encode”  (movie.html#encode does exist)

This gives error message:
