17564	Don't report known crash if no email provided	Tom Goddard	Tom Goddard	"In ChimeraX 1.9 we had crash reporter detect known crashes and report that it is a known crash and how to avoid it.  Unfortunately many people still press the Report button with no email which is useless.  So when they press the report button we should not send the crash report.  Would be nice to instead replace the ""Thank you"" message in that case explaining we are not accepting additional reports of known crashes with no user email.
