Are you using NMRFAM-Sparky version?

If not, please do so. Also, make sure you are using installation script in the package.

You can run it by

$ sudo python ./install.py

If you dont use it, it does not run properly. This problem has been found since El Capitan.

You should stick with the /Applications/nmrfam-sparky-mac. If not, it wouldt run due to library path problem.
